Description
The "Submarine Engineering Acceptance Record" states that a four-story underwater structure was constructed in the target waters decades ago, equipped with independent power supply and closed circulation systems. The acceptance conclusion was "Structures intact, all systems operating normally, approved for use." The last page bears the seal of the Infrastructure Department, with no dismantling records.
